Who can qualify

Eligibility requirements

  • Under the current/last-employment route, show at least S$30,000 fixed monthly salary for the 12 consecutive months before application. Salaries from two employers cannot simply be combined to meet the normal threshold.
  • An overseas applicant must also satisfy the established-company requirement where applicable: at least US$500 million market capitalisation or US$200 million annual revenue, with group figures considered case by case.
  • A prospective-employment applicant needs the qualifying salary from an established Singapore-based employer and should apply only when the job starts within six months. Existing Singapore pass holders have additional work-history conditions.
  • Applicants with outstanding achievements in sports, arts and culture, or academia and research can be assessed without the salary threshold. Recognition and contribution must be evidenced at the level MOM and the relevant agencies require.

Build the evidence

Prepare records that substantiate the relevant criteria. The final checklist depends on the applicant, route and filing authority.

  • Passport and identity-consistency documents, with explanations and evidence for name differences.
  • Twelve months of payslips for a historical-salary application; Singapore tax assessment or return where relevant.
  • Overseas employment verification and recent independent company financial information, or a signed Singapore employment offer and qualifying employer evidence.
  • For an achievement route, a focused CV and evidence of recognition and impact; research applicants should include significant publications, patents or disclosures and appropriate local institutional support.

How to apply

  1. 01

    Choose a defensible route

WG compares historical remuneration, the prospective role and any exceptional-achievement evidence. The strongest route should be based on substantiated facts, not a general senior-executive title.

  2. 02

    Prepare independent evidence

Reconcile payslips, tax information and employer data. For an overseas employer, obtain the required independent employment verification and current company-scale evidence.

  3. 03

    Submit the personalised-pass application

The applicant, appointed employment agency or employer may apply using MOM’s process. Track evidence requests and the in-principle approval instructions.

  4. 04

    Complete issuance and family planning

Enter and have the pass issued under the approval conditions, complete registration where required, and submit separate eligible family applications.

  5. 05

    Report and plan renewal

Maintain a record of professional activities and annual income, notify MOM as required, and test the renewal route well before the five-year period ends.

After approval & family planning

  • The pass permits concurrent business and employment activities and generally avoids a new pass application on a job change. Relevant contractual and regulated-profession restrictions still apply.
  • Eligible family passes are available; the spouse may apply for a Letter of Consent to work.
  • MOM requires annual reporting of professional activities and income by 31 January of the following year.
  • Renewal generally requires average fixed monthly salary of at least S$30,000 over five years in Singapore, or operating a Singapore company employing at least five locals each earning the prevailing EP minimum gross monthly salary.

Frequently asked questions

Can I aggregate two S$15,000 salaries to qualify?

Not under the normal salary test: the qualifying S$30,000 fixed monthly salary should come from one employer. Other income treatment is subject to MOM’s individual assessment.

Do I need a new pass when changing companies?

The personalised pass generally allows the change without reapplication, but reporting and any professional or contractual restrictions remain.

Does ONE Pass guarantee permanent residence?

No. Permanent residence is a separate ICA application and decision.

Can I apply under the new AI and Tech track now?

Not as of the 21 October 2026 review. MOM states applications begin on 28 January 2027; that future track has distinct experience, company and compensation conditions.

Points to consider

  • A high net worth or investment amount alone does not meet the ONE Pass salary or achievement criteria.
