Who can qualify

Eligibility requirements

  • The substantive basis is exceptional service or contribution to Malta or humanity, or exceptional interest to Malta. Wealth or a property purchase alone does not establish the required merit.
  • The applicant must provide an individual proposal and receive approval in principle before proceeding to the naturalisation application.
  • The later application requires residence evidence, adequate residential-property title subject to statutory exceptions, knowledge of Maltese or English, and the Malta ties described in the proposal.
  • Applicants and included dependants undergo due diligence and must satisfy the applicable character, security and other legal conditions. Final naturalisation remains discretionary.

Build the evidence

Prepare records that substantiate the relevant criteria. The final checklist depends on the applicant, route and filing authority.

  • A substantiated record of achievements and the specific exceptional service, contribution or national-interest basis, with independent evidence rather than a pre-priced donation package.
  • An individual proposal explaining intended continuing contributions and ties to Malta; supporting endorsement may be requested under the statutory framework.
  • Residence, accommodation and language documentation required at the naturalisation stage. The eight-month residence requirement is not an eight-month decision guarantee.
  • Identity, civil-status, background and family-dependency documents, with the certifications and translations required by the Agency.

How the legal assessment works

  1. 01

    Read the official framework

Begin with the current Act, regulations and Community Malta Agency notice. Treat private-sector descriptions as secondary information, not an entitlement or government endorsement.

  2. 02

    Proposal and checks

The statutory process begins with an individual proposal through the Agency, followed by due diligence and evaluation. The authorities may seek further evidence or an interview.

  3. 03

    Approval in principle and application

Only after approval in principle may the formal naturalisation application proceed with the required residence, language, accommodation and continuing-ties evidence.

  4. 04

    Final decision and oath

The statutory process provides for further assessment, a ministerial decision and, if approved, the oath and certificate. The approval may carry continuing obligations.

After approval & family planning

  • Any imposed ongoing commitments must be respected; obtaining citizenship through false information can carry serious consequences.
  • Malta allows multiple citizenship, but the effect on the applicant’s existing nationality must be checked under the other country’s law.
  • Family inclusion is governed by specific definitions, not a universal adult-dependent rule. In particular, qualifying supported unmarried adult children must be under 29 at the relevant accepted-proposal stage; disability provisions require separate assessment.

Frequently asked questions

Is this the old Malta citizenship-by-investment programme?

No. The regulator expressly rejects that characterisation. The former transactional framework was repealed after the April 2025 CJEU judgment.

Can a fixed donation guarantee a passport?

No. There is no purchasable entitlement under this merit framework, and the decision is discretionary.

Does eight months mean citizenship will be granted in eight months?

No. It concerns required residence evidence before the naturalisation application, not a guaranteed adjudication period.

Can family members be included?

The legislation permits certain spouses or partners and qualifying children, subject to its definitions, dependency conditions and checks. Inclusion is not automatic.

Can Citizenship by Merit be marketed as an investment programme?

The Agency’s February 2026 notice states that marketing or promotion of this legislation is not permitted. This page is limited to neutral legal information and links to the responsible authority.

Points to consider

  • Official legislation and Agency directions take precedence over commercial descriptions. WG makes no claim to approved-agent status or authority to secure citizenship.
