Eligibility requirements
- Be at least 18 and within an eligible nationality/residence category: foreign nationals, qualifying Chinese nationals with foreign permanent residence, Macao residents or Chinese residents of Taiwan, subject to the published exclusions and rules.
- Demonstrate absolute beneficial entitlement to at least HK$30 million net assets/equity throughout the six months before the Net Asset Assessment application. A qualifying share of jointly held family assets may be considered.
- Commit at least HK$30 million net in the required allocation: at least HK$27 million in permissible investment assets and HK$3 million in the CIES Investment Portfolio. Not every security, property or private company qualifies.
- Meet normal immigration/security requirements and show resources to support the family independently under the scheme financial-support rules. Investment verification does not decide the immigration application.
- Use the required accounts, ownership arrangements and transaction windows. For Net Asset Assessment applications from 1 November 2026, countable financial assets must be transacted through designated accounts; moving previously acquired assets from non-designated accounts will no longer qualify.
Legal framework
Rules for the New Capital Investment Entrant Scheme ↗
The Scheme Rules govern net-asset verification, qualifying investments, ownership, maintenance and reporting. Immigration Department separately determines admission and stay.
Immigration Ordinance, Cap.115 ↗
Provides the immigration framework for residence, extensions and any later right-of-abode decision.
Build the evidence
Prepare records that substantiate the relevant criteria. The final checklist depends on the applicant, route and filing authority.
- Passport, nationality/residence eligibility documents, civil-status records and the relevant declarations for the applicant and dependants.
- A six-month net-asset trail, ownership and liability evidence, valuations and the required assessment documentation prepared with a Hong Kong practising CPA.
- Source-of-funds and transfer records, designated-account documents, transaction confirmations and evidence of the CIES Investment Portfolio placement.
- Property contracts/registration and net-equity evidence where relevant, together with permissible-asset classifications, CPA fulfillment documents and a maintenance/reporting calendar.
How to apply
- 01
Assess assets before transferring funds
WG coordinates the immigration scope with a Hong Kong practising CPA and regulated advisers. Confirm ownership, liabilities, valuation dates and whether the intended assets qualify.
- 02
Obtain net-asset verification
Apply to InvestHK's New CIES Office for verification. Use its certifying proof within the validity period when submitting the Immigration Department entry application.
- 03
Complete the investment stage
After approval in principle, follow the applicable investment window, normally within 180 days, and designated-account requirements. Arrange the portfolio allocation and eligible investments through appropriate providers.
- 04
Secure verification and formal approval
Submit investment fulfillment evidence to the New CIES Office, then provide its certifying proof to Immigration Department for the resumed immigration assessment.
- 05
Maintain the portfolio and residence file
Keep contemporaneous transaction records and complete required annual and extension checks. Review proposed disposals, switches, mortgages and ownership changes before execution.
After approval & family planning
- Initial formal stay is normally up to 24 months, with extensions subject to continuing scheme compliance. Eligible dependants have separate relationship/support criteria and generally linked permission.
- Current qualifying real-estate caps are HK$15 million in aggregate, of which residential property is capped at HK$10 million. A qualifying residential purchase must be one property with transaction price at least HK$30 million for the applicable post-17 September 2025 rule.
- Seven years of investment does not automatically create permanent residence. Continuous ordinary residence is required for right of abode; a separate unconditional-stay application may be available after the required compliant investment period.
- Investment capital remains subject to scheme maintenance and switching rules and the underlying product terms.
Frequently asked questions
Can I invest all HK$30 million in a home?
No. The compulsory CIES portfolio allocation and asset caps apply. The residential transaction-price threshold is different from the amount that can count toward the requirement.
Can an ordinary Mainland Chinese resident apply directly?
The eligible categories include Chinese nationals who have obtained permanent residence in a foreign country. Nationality/residence evidence must be assessed against the published scope.
Can I buy securities in another account and transfer them later?
For Net Asset Assessment applications from 1 November 2026, countable financial assets must be transacted through designated accounts. Do not assume an in-kind transfer will qualify.
Must I live in Hong Kong to become a permanent resident?
Permanent-resident eligibility requires continuous ordinary residence for the statutory period. Merely maintaining investments while holding permission is not equivalent; unconditional stay is a distinct outcome.
Points to consider
- The commitment is investment capital, not a guaranteed-return deposit or a purchase of citizenship.
- Property caps, account rules and transaction dates must be checked before execution; an incorrect acquisition structure can make an asset ineligible.
