The scheme in outline
The Technology Talent Admission Scheme (TechTAS) is Hong Kong's employer-quota route for non-local technology talent. It has two decision-makers. The Innovation and Technology Commission (ITC) decides whether a company is eligible and how many quotas it may have; the Immigration Department (ImmD) decides each employee's visa under that quota. Companies that are tenants, incubatees, grantees or occupants of the Hong Kong Science and Technology Parks Corporation, Cyberport or the Hong Kong-Shenzhen Innovation and Technology Park apply through those bodies; everyone else applies to ITC directly through the Government e-form portal.
Eligible companies have substantive business in Hong Kong, a valid Business Registration Certificate and R&D activity in one of 14 technology areas: advanced communication technologies, artificial intelligence, biotechnology, cybersecurity, data analytics, digital entertainment, financial technologies, green technology, integrated circuit design, Internet-of-Things, material science, microelectronics, quantum technology and robotics. The Commissioner may add areas. The Government's enhancement of 28 December 2022 widened the list, lifted the former local employment requirement and extended quota validity to two years.
Quota mechanics
ITC states that quota processing normally takes two weeks after all information is received, with site visits adding time where needed. The quota allotment letter records the approved number, the technology areas, the duties, the qualifications and the pay, and any change needs ITC's prior written approval. A quota is valid for 24 months, cannot be transferred, and must be used by sponsoring visa applications within that period. ITC's guide refers to up to 100 quotas per company per year, with higher requests considered case by case. Employers should be able to show difficulty recruiting locally in the relevant area; ITC's FAQ notes that advertising is one way to do so but is not mandatory.
The employee must hold a bachelor's, master's or doctoral degree in a STEM subject from a university ranked in the top 100 for STEM-related subjects in the QS, Shanghai Ranking, Times Higher Education or US News tables. Master's and doctoral holders need no work experience; bachelor's holders need at least one year of relevant experience. Pay must not be lower than the prevailing market level for comparable jobs in Hong Kong. ImmD's normal processing time is about two weeks once all documents and the fee are received. The initial stay is normally 36 months on employment condition, extensions follow a 3-2 pattern, and after two years with HK$2 million or more of assessable salaries tax income in the previous year the top-tier stream grants five years on time limitation only. A change of employer requires ImmD's approval and, in practice, the new employer's own quota; without one the employee must be assessed under the GEP or ASMTP.
Where TechTAS sits among the other routes
TechTAS is one of four routes a technology employer in Hong Kong uses, and the choice depends on the person, not the company.
| Route | Best fit | Employer tie | Typical timing |
|---|---|---|---|
| TechTAS | STEM graduates of top-100 universities into an R&D post | Yes, to the quota holder | Quota about 2 weeks; visa about 2 weeks |
| GEP / ASMTP | Experienced engineers and managers in any post; degree-holder and Talent List facilitation apply | Yes, change by approval | About 4 weeks |
| TTPS Category B/C | Listed-university graduates without a job yet; extension on employment | No | About 4 weeks; once only |
| IANG | Non-local graduates of Hong Kong or GBA campus programmes | No | About 2 weeks for recent graduates |
The Talent List, which the 2026 Policy Address says now covers 60 professions and may be extended to further AI-related categories, removes the local-recruitment-difficulty evidence for GEP and ASMTP applications in listed professions. For a company hiring a senior AI researcher with a decade of experience and no quota, the GEP with the Talent List or HK$2 million facilitation is often the quicker route; for a laboratory hiring ten doctoral graduates, TechTAS is designed for exactly that.
Building a pipeline
A Hong Kong R&D employer that plans ahead can run the routes in sequence.
- Graduate intake. Non-local graduates of Hong Kong universities enter on the IANG with no employer tie; graduates of listed overseas universities may use TTPS Category C within the quota or TechTAS under the company's quota. All three allow the person to start within weeks.
- Mid-career hires. TechTAS for STEM specialists into R&D posts; GEP or ASMTP with degree-holder facilitation for engineers in product, operations or management roles.
- Senior and founding talent. GEP with the HK$2 million or Talent List facilitation; or the entrepreneur stream, where a start-up supported by HKSTP's Incu-Tech, Cyberport Incubation or ITC's Enterprise Support Scheme benefits from start-up facilitation. The 2026 Policy Address also announced that proprietors of technology start-ups supported by designated public-sector organisations will be exempted from proof of company income at TTPS extension.
- Retention. After two years, employees whose Hong Kong income exceeds HK$2 million move to the top-tier stream with five or six years on time limitation only. After seven years, each may apply for the right of abode on their own residence record.
What links the stages is documentation of real R&D in Hong Kong: the quota letter's description of duties, project records, laboratory premises, payroll and MPF, patent filings and tax. A company whose Hong Kong entity sells and supports products developed in Shenzhen should expect ITC to ask where the R&D happens, and should answer honestly, because the same question is asked again at every extension.
Points to watch
Three practical cautions. First, quota approval is not visa approval: ImmD assesses each employee on the scheme criteria and normal immigration requirements, and the Director may refuse an application that meets them. Second, the degree test is institution- and subject-specific; verify the awarding university and the STEM subject against the ranking tables rather than the brand name. Third, the employee's status is tied to the quota holder, so a corporate reorganisation that moves the R&D team to a new entity requires a new quota and approvals before anyone changes payroll. For companies that treat the Hong Kong laboratory as a real centre of work, TechTAS is among the quickest talent routes WG assesses anywhere; for companies that do not, it is a short route to a refused extension.
