Available tax incentives · separate immigration assessmentRequirements, process & FAQsA corporate structure for investment funds, including a standalone fund or an umbrella with segregated sub-funds. A VCC can support a family’s investment organisation, but it is not itself a family-office licence, tax incentive, Employment Pass or residence programme.
Available corporate structure · no immigration entitlementRequirements, process & FAQsAn employer-sponsored work pass for a genuine professional, managerial or executive position in Singapore. Eligibility combines an age-adjusted salary test with COMPASS unless an exemption applies, so the applicant and the employing organisation must be assessed together.
Available · higher thresholds announced for 2027Requirements, process & FAQsA personalised work pass for top talent who meet the prescribed remuneration or outstanding-achievement criteria. It offers flexibility to start, operate and work for multiple Singapore businesses, with individual evidence, reporting and renewal obligations.
Available · AI and Tech track is future-datedRequirements, process & FAQsThe EntrePass is Singapore's work pass for a founder who intends to start, or has recently started, a private limited company that is venture-backed or owns innovative technology. There is no minimum salary and no employer sponsor; the applicant's shareholding, the company's innovation credentials and, at renewal, its spending and local hiring are what MOM and Enterprise Singapore assess.
Established founder work pass, assessed by MOM with Enterprise SingaporeRequirements, process & FAQsTech.Pass lets a senior technology professional live in Singapore and combine founding, employment, consulting, mentoring, investing and board roles under one pass, without an employer sponsor. It is administered by the Economic Development Board and tests both a salary history and a leadership record at a substantial technology company or tech venture-capital firm. MOM has announced that a new ONE Pass track for AI and technology talent will replace it from January 2027.
Available via EDB; being replaced by the ONE Pass (AI and Tech) track from 28 January 2027Requirements, process & FAQsThe Personalised Employment Pass is a work pass held by the individual rather than the employer. A professional earning a fixed monthly salary of at least S$22,500 can change jobs without applying for a new pass and can remain in Singapore for up to six months between jobs. The trade-offs are that the pass is issued once, lasts up to three years, cannot be renewed, and does not permit entrepreneurial or director-shareholder activity.
Established high-earner pass; issued once, valid up to 3 years, not renewableRequirements, process & FAQsThe Global Investor Programme is Singapore's investor route to permanent residence. It is run by the Economic Development Board, which assesses the applicant's business or investment record, and ICA, which grants PR once the investment is verified. The three investment options require S$10 million in a business, S$25 million in a GIP-select fund, or a single family office with at least S$200 million under management, and the renewal of the re-entry permit is tied to employment, investment and residence conditions.
Established investor PR programme, administered by EDB with ICA; revised terms effective 15 March 2023Requirements, process & FAQsSingapore grants permanent residence at ICA's discretion to work-pass holders, family members of citizens and PRs, students and investors. There is no points table and no published quota; ICA weighs family ties, economic contribution, qualifications, age, family profile, length of residence and the applicant's ability to integrate. PR is kept by maintaining a re-entry permit, brings CPF and, for sons, National Service, and is the normal precondition for citizenship.
Established discretionary PR and citizenship framework administered by ICARequirements, process & FAQsA Dependant's Pass lets the legally married spouse and unmarried children under 21 of an eligible work-pass holder live in Singapore; a Long-Term Visit Pass covers common-law spouses, step-children, handicapped adult children and parents. Since 1 May 2021 a dependant who wishes to work must obtain a work pass of their own, with a Letter of Consent reserved for qualifying business owners. The sponsor's fixed monthly salary, not household income, decides eligibility.
Established family-pass framework administered by MOM; work rules changed on 1 May 2021Requirements, process & FAQsCOMPASS is the second stage of Employment Pass eligibility. After a candidate clears the age-adjusted qualifying salary, the application is scored on four foundational criteria and two bonus criteria and must reach 40 points. Two of the four criteria depend on the employer's workforce rather than the candidate, so an employer's hiring record shapes every EP it files and every EP it renews.
In force for new EP applications since 1 September 2023 and renewals since 1 September 2024Requirements, process & FAQs
